TR CU 004/2011 "On the safety of low-voltage equipment"

To enter the markets of the Eurasian Economic Union (EAEU), manufacturers, importers, and sellers of low-voltage equipment must confirm product safety. This means the equipment must comply with the requirements of TR CU 004/2011. Proof of compliance is provided by a Certificate of Conformity.


Certification Schemes
  • Scheme 1c – Used for serial production. Includes production analysis and regular inspection control.
  • Scheme 3c – Applied to a batch of equipment. Testing is conducted based on a submitted sample.
  • Scheme 4c – For a single product, when certification is required for one specific item.

Products subject to mandatory certification under TR CU 004/2011

The list of products requiring certification is specified in the Customs Union Technical Regulation 'On Safety of Low-Voltage Equipment' and includes the following categories:
  1. Household electrical appliances: Refrigerators, washing machines, microwave ovens, electric stoves, coffee machines, hair dryers, irons, and other home appliances.
  2. Climate control equipment: Fans, air conditioners, heaters, electric radiators, air humidifiers.
  3. Power tools and equipment: Drills, electric saws, hammer drills, as well as garden tools such as electric lawn mowers and trimmers.
  4. Audio and video devices: TVs, speaker systems, video players, amplifiers.
  5. Lighting equipment: Incandescent lamps, LED and fluorescent lamps, luminaires, and spotlights.
  6. Cables, wires, cords, and electrical accessories: Sockets, switches, extension cords, residual-current devices (RCDs).

  • Technical Specifications for the equipment (if available)
  • Operational/User Documentation
  • List of Applicable Standards demonstrating compliance with safety requirements for the low-voltage equipment

Validity Period of the Certificate

Upon completion, a certificate is issued that is valid for no more than five years for serially produced low-voltage equipment and indefinitely for a batch of low-voltage equipment (single item).

After the certificate is issued, the unified product circulation mark is applied for the EAEU market. The legitimacy of the certificate of conformity can always be checked in the certificate registry on the Rosakkreditatsiya website.
